Soak the brisket and bones in cold water at least an hour, changing the water once or twice.

In a big pot, combine the meat, bones, radish, scallion, garlic, and peppercorns with plenty of water and bring to a boil. Skim the foam, then lower the heat and simmer gently for two and a half hours or more.

When the meat turns tender, lift it out, let it cool briefly, and slice thin against the grain. Strain the broth clear through a sieve.

Bring the broth back to a boil and season lightly with soup soy sauce. Put rice in a bowl, pour hot broth over and drain it back a couple of times to warm the grains, then top with meat and fill with broth.

Top with chopped scallion; salt and pepper go to the table so each diner seasons their own. Serve with kkakdugi.
